On No. 1, 2008 (VOL. CXXXI) of the Journal of Experimental Freniatria appeared an interesting review, signed by Frank Paolella, volume Massimo Tornabene War of crazy that we report in full. The Journal of Experimental Freniatria, the oldest Italian journal of psychiatry, was released without interruption since 1875. Il libro nasce dallo studio di diverse fonti (cliniche ed amministrative), tutte riferite al manicomio di Racconigi (in provincia Cuneo). The analysis period was between 1938 and 1947. This choice of time (greater than just the war years) allows you to have an overview on the situation of a significant site of Italian psychiatry, in the crucial years of fascism, war, the Resistance. Should not be overlooked, however, the characteristics represented by the province "granda" Cuneo, and especially in those years: a land border with an enemy state, then also a battleground between occupants and strong. In the introduction, Massimo Tornabene brings his work to two main points of reference historiography. First, having in mind the character of war totale” proprio del secondo conflitto mondiale: in sintesi, una guerra senza più distinzione fra civili e militari, senza più luoghi specificamente riservati al combattimento (basti pensare al trauma dei bombardamenti aerei), senza più distinzione fra lotta militare e lotta politica (non a caso, a questo proposito, è stata recentemente proposta la formula di “guerra civile europea”). In secondo luogo, l’autore ha voluto evitare di considerare le vicende del “Neuro” di Racconigi, per così dire, “in astratto”, come un universo estraneo al suo contesto (politico e territoriale). Nel volume è proposta, invece, oltre che un costante confronto fra internati, psichiatri ed infermieri, anche una descrizione puntuale delle relazioni fra l’ospedale psichiatrico e le famiglie, il potere politico, il potere militare ed il potere giudiziario, così come, in generale, tutti i mediatori sociali coinvolti (podestà, sacerdoti, medici). In altri termini, il libro offre “(…) un confronto che, indagato in una situazione eccezionale quale l’emergenza bellica, ha mostrato come l’ospedale psichiatrico non si riveli un’ ‘isola tagliata fuori’ dal tempo e dalla storia, bensì un mondo assai più complesso e articolato” (p. 19). L’autore ha focalizzato la sua attenzione sulle storie degli internati piuttosto che sulle vicende amministrative e political, institutional, or, again, biographies of doctors and the director. Medical records are interesting to the eye of the historian, for three main elements that, as a rule, they are composed: the family history (in essence, to find out a legacy of disease), clinical diaries and correspondence between the direction of madhouse and the whole range of social and legal persons, interested in the inmates. These are cards of various types: grant applications (economic or food), legal documents, letters of recommendation, certificates or requests for military leave. Of particular interest are the results of research on the influence of fascism was the amount and the quality of the interior mental hospitals. For example, in reports of delusions, which are in clinical journals, it is very often the ubiquity of propaganda (but we would say in brief violence) fascist. Fascism emerges in the dual role of benefactor and persecutor. "But in addition to influencing the patients' delusions, the scheme to be sensitive to the freedom of the (allegedly) crazy that it deems politically dangerous. Especially when a little later in the province is expected to visit the chief and any possible threat to public order should be carefully prevented. As that represented by Agnes P., home of the Val Maira, interned in the spring of 1939 as' suffering from nervous excitation manic and explosive events in violent acts against third parties and obscene language '. [...] Agnes P., recognized 'not competent mental hospital admission', was discharged when the leader of fascism to leave the province. This is his first and only shelter "(pp. 79-80). With the start of the war and especially with the growing deterioration of living conditions, the asylum Racconigi, logic essentially a type of welfare, it becomes a place of shelter, often the only alternative to starvation, or even a real retreat (from deportation but also on the war front). The analysis of medical records from that period also says many things about the direct impact of war on the formulation delle diagnosi (la cosiddetta “follia straordinaria”), oltre che sulla vita materiale degli internati. “Con l’irruzione della guerra nella vita quotidiana, le patologie che portano i civili in manicomio assumono nuove qualità. Punta più evidente di questo iceberg è l’aumento delle manifestazioni depressive. Emblematici sono i casi di donne, da tempo prive di notizie dei mariti e dei figli (prima inviati al fronte, poi dispersi a seguito dell’armistizio), che risultano afflitte da queste sindromi” (p. 137). Le storie, raccontate nelle cartelle, rappresentano assai bene la difficoltà, incontrata dagli storici, di definire con nettezza i ruoli e le responsabilità nelle condizioni eccezionali della guerra civile. Non sempre, in altri termini, emerge la chiara contrapposizione fra i cattivi (i nazifascisti) ed i buoni (i partigiani). A regnare, in quel contesto di violenza diffusa, è la confusione. Anche in questo manicomio, poi, i primi anni Quaranta vedono un aumento considerevole del tasso di mortalità (che qui passa dal 4% del 1940 all’8% del 1943). Non bisogna dimenticare, d’altra parte, che a Racconigi, dal 1942, vengono trasferiti diversi internati dai manicomi della regione (in massima parte da quelli del torinese), in seguito ai bombardamenti alleati. “Tra loro vi è Emiliana F. Gli effetti delle bombe, su una psiche già compromessa, emergono chiaramente tre giorni dopo il suo arrivo: ‘Notevolmente rallentata, confusa e disorientata, ha allucinazioni uditive, sente aeroplani che girano, sente gente che ride a squarciagola, senza si possa intendere il significato’ ” (p. 145). Non possiamo concludere senza accennare ai primi mesi del dopoguerra, con i tentativi (anche del mondo psichiatrico nello specifico) di un ritorno alla “normalità”. Almeno fino a tutto il 1947 le condizioni di vita al “Neuro” permangono molto difficili (freddo, fame, poca igiene). Con la Liberazione e l’inizio della Ricostruzione fanno la loro comparsa anche nuove figure di mediatori sociali, coloro che, dall’esterno, si interessano degli internati: ad esempio, appaiono l’Assistenza social factory of Fiat and the Patronato ACLI). On the other hand, there is no doubt that "(...) the Liberation does not mark an end to 'madness' of war. Indeed, in some cases it is the alleged post-conflict peace to reveal those ghosts of the emergency, the daily struggle for survival, the reluctance of families to abandon their relatives have somehow faded away "(p. 162).
